Building history of Pancasila Building Formetly Volksraad
When the Dutch East Indies colonial government still stick their fangs in Indonesia, in Jakarta, especially in Taman Lapangan Banteng Pejambon and established many government buildings. Of the entire building were built, one of which is the Pancasila building that used to be named the People's Council building in Jalan Pejambon number 6. Indeed, there is no clear record of the history of the origin of the establishment of Pancasila building. However, there is some scientific literature that says that this building was built around 1830. Originally, the building was built as a residence for the royal army commander Netherlands, where he also serves as Lieutenant Governor-General. If we walk to the east of this building, we can see the church of Immanuel, the castle of Prince Frederick, Gambir station, and the high court.

Before the Volksraad building was built, the army commander of the Dutch royal stay in a place which has now become the cathedral church. He sold his house to the foundation of the Catholic Church for 20,000 guilders and recorded in a decree dated December 5, 1828. The house was later demolished by the church and built a magnificent church. For whatever reason, the building suddenly collapsed on April 9, 1880, which ended a cathedral church was built to replace a church that collapsed earlier. The cathedral church was inaugurated ten years later, precisely in 1901. He sold the house means the commander in need of a new home, where it was decided to built his house on the garden later known as Taman Hertog. The name for this park itself is taken from the name of the Dutch commander of the period 1848 to 1851 that named Hertog van Saksen Weimar. This park will again renamed Pejambon park.

Volksraad building that became mansions Dutch commander had before he was transferred to assign to Bandung in 1916 was considered good enough if transformed to enable a building to the People's Council session. The new section in the history of the building in Jakarta Pancasila back recorded when the building was finally inaugurated by the Governor General Limburg Stirum as a building Volksraad in May 1918. If you look at the catalog exhibition in commemoration of the 300th anniversary of Batavia, can be found a note that the Volksraad also once used as a meeting place for members of the Board of the Dutch East Indies (Raad van Indie). Dutch East Indies government then built a new building for the Raad van Indie directly west building Volksraad, Jl. Pejambon no. 2.

At one time, the number of members of the People's Council as a whole had ever reached a point 60 where 30 of which are representatives of the people of Indonesia that 19 of them elected directly, 25 Dutch, 4 people as representatives of the class society of Chinese descent, and one of them is a man who became a representative of Arab descent. Per year, held two hearings on this Volksraad building, which is always held the first hearing on May 15 while the second session was held on Tuesday in the third week of October. For the time required for the assembly to run is four and a half months. Within a period of 14 years from the time created in 1927, Volksraad may submit only 6 draft, and only three were accepted by the colonial administration at the time. These results are also achieved when the three members said that throughout history Volksraad Volksraad stands, almost none of the results they can achieve altogether.

The history of the building Pancasila back entered a new phase when Cho Sangi-in created as a body which has the duty to provide inputs and judgment to the government, and they also have to answer the questions posed by the government if relevant political issues. The total number of members of this body there are 43 people, of which 23 is the choice, 18 delegates from each prefecture and Batavia, and two delegates from Yogyakarta and Surakarta. Back Volksraad building is used as the venue of the body judgments made by the Japanese, and the name of this building became better known by the public as Building Sangi Cho In. On 16 to 20 October 1943, the Commission established four whose job is to answer questions from Saikou Shikikan to win the Pacific war.

The history of Pancasila building in Jakarta finally get his name when Japan began to experience defeat in the Pacific War where they eventually make Dokuritsu Junbi Chosakai (Investigation Agency Efforts Preparation of Indonesian Independence or BPUPKI). BPUPKI then re-use the building as a place Volksraad they hold hearings. On June 1, 1945, Sukarno began to cast a criticism to BPUPKI because they like there was no intention of designing the independence of Indonesia. Only after that, BPUPKI started working hard and eventually hold a session on what would be the basis for the State Indonesia. Because the meeting resulted in an early form of Pancasila, then the building that became the birthplace of Pancasila, the name changed again to Gedung Pancasila.
